In 1907 the San Francisco firm called the ship owners and merchants towboat Company ordered a pair of oceangoing tugs from John dialogue and son of Camden New Jersey. They were builders of high-quality tugs, pilot, boats, and small government steamers. At the turn of the century many harbor tubs were built with wooden holes and powered by compound two cylinder steam engines of about 500 hp. However, with the Hercules and her sister Goliath, they built 150 foot long riveted steel hall that was powered by triple expansion, three cylinder steam engine of 1000 hp. In addition, the vessel was equipped with the steam powered deck capstan, a steam anchor windlass and a steam towing winch designed to handle 1200 feet of one and three-quarter inch steel wire towing cable. Completed in 1907.
